Abstract

This project presents the design and development of an Open-Source Intelligence (OSINT)-based external exposure and breach monitoring platform for higher education institutions in Pennsylvania. The system leverages publicly available and legally accessible data sources to identify credential leaks, phishing infrastructure, and other external cybersecurity risks without interacting with internal networks or sensitive systems. By aggregating threat data, applying risk analysis, and visualizing findings through an interactive dashboard, the platform delivers actionable security insights while maintaining ethical and legal standards for cybersecurity monitoring.
